Essential Functions & Responsibilities

Maintenance Manager

The Maintenance Manager is responsible for leading all maintenance operations at a regulated hazardous waste treatment, storage, and disposal (TSD) facility. This role ensures the safe, reliable, and efficient operation of all plant equipment and infrastructure while maintaining strict compliance with RCRA, EPA, state, and OSHA regulations. The Maintenance Manager will drive continuous improvement initiatives, leverage data analytics to optimize maintenance performance, and lead a skilled team of maintenance technicians and contractors.

This role requires the leadership presence and technical depth of a chemical plant maintenance manager, combined with a thorough understanding of the regulatory and safety demands unique to hazardous waste operations.

Essential Functions & Requirements:

Maintenance Operations

 

  • Oversees all preventive, predictive, and corrective maintenance activities for mechanical, electrical, instrumentation, and facility systems
  • Manages maintenance operations for high-hazard equipment including pumps, agitators, blowers, heat exchangers, storage tanks, conveyors, and pollution control systems
  • Coordinates planned and emergency shutdowns, turnarounds, and outage activities with minimal disruption to operations
  • Ensures mechanical integrity programs meet RCRA and PSM requirements where applicable
  • Develops and maintains equipment spare parts strategy and critical spare inventory

 

Regulatory Compliance & Safety

 

  • Prioritizes health and safety by adhering to policies, processes, and maintaining safe practices at all times
  • Ensures all maintenance activities comply with RCRA, TSCA, OSHA 29 CFR 1910, EPA regulations, and applicable state/local permit conditions
  • Maintains required inspection records, equipment certifications, and regulatory documentation (e.g., tank inspections, pressure vessel certifications, electrical testing)
  • Supports internal and external audits; ensures corrective actions are tracked and closed on time
  • Participates in incident investigations; leads maintenance-related corrective and preventive action implementation
  • Ensures confined space, LOTO, hot work, and other critical safety procedures are strictly followed

 

Leadership & Team Management

 

  • Leads, mentors, and develops a team of maintenance technicians, electricians, and instrumentation specialists
  • Sets clear performance expectations, conducts regular performance reviews, and builds a culture of accountability and safety
  • Manages contractor relationships, including scope development, safety pre-qualifications, and work oversight

 

 

  • Fosters a zero-incident safety culture and ensures all personnel comply with site EHS policies and permit requirements
  • Takes on additional duties as assigned to support the team and organization

 

Continuous Improvement

 

  • Champions a reliability-centered maintenance (RCM) culture and implements proactive strategies to reduce unplanned downtime
  • Leads or participates in root cause failure analysis (RCFA) for recurring failures and high-consequence events
  • Applies Lean, TPM, or similar methodologies to drive waste elimination and increase maintenance efficiency
  • Benchmarks maintenance performance against industry standards and implements best practices from chemical processing and industrial sectors
  • Collaborates with Operations, EHS, and Engineering to identify and execute capital improvement projects

 

CMMS Optimization & Work Order Management

  • Administers and optimizes the Computerized Maintenance Management System (CMMS) — including work order creation, scheduling, backlog management, and PM program development
  • Ensures CMMS data integrity; drives adoption and discipline across the maintenance team for consistent work order documentation
  • Uses CMMS reporting to monitor KPIs including PM compliance, wrench time, backlog status, MTBF, and MTTR
  • Develops and refines PM task lists, frequencies, and job plans to maximize equipment reliability

 

Analytics & Reporting

  • Develops and maintains maintenance performance dashboards and reports using Microsoft Excel and/or BI tools
  • Analyzes equipment reliability data, failure trends, and cost drivers to support data-driven decision-making
  • Prepares monthly maintenance performance reports for site leadership including spend analysis, KPI trends, and improvement plans
  • Utilizes CMMS and operational data to prioritize maintenance spend and justify capital expenditures
  • Develops and manages the annual maintenance budget, including labor, materials, and contracted services
  • Tracks and analyzes maintenance costs; identifies and implements cost reduction opportunities without compromising reliability or compliance
  • Supports capital project planning and execution, including scope development, vendor selection, and project oversight

 

Education

- Bachelor’s degree in mechanical or chemical engineering (required)
- Lean, Six Sigma or TPM training/certification (preferred)

Experience

  • 10+ years of maintenance experience in a chemical plan, industrial manufacturing or hazardous waste/environmental services environment (required)
  • 5+ years of experience in a maintenance supervisory or management position (required)
  • Hands-on experience managing maintenance operations in a highly-regulated environment, utilizing CMMS systems and preventative/predictive processes (required)
  • Previous experience with hazardous waste treatment technologies - thermal treatment, stabilization, neutralization and wastewater treatment (preferred)
  • BMS experience (preferred)
  • DCS/PLC knowledge (preferred)
